JASON D. SMITH

PRESIDENT, CHIEF EXECUTIVE OFFICER

Jason’s banking career began in 1990 with Red River Valley Bank. While with Red River he served as a collector, special assets manager and Branch manager. He accepted the position of Assistant Vice President and joined Citizens National Bank in 1994. While at Citizens National Bank, Jason has risen from Assistant Vice President to President and Chief Executive Officer.  Prior to becoming President and CEO, Jason has worked as a loan officer, Senior Loan Officer, Chief Credit Officer, Commercial Banking Manager, Risk Management Officer and served as the Chairman of the Bank’s loan committee. Jason has served on many committees throughout the state and continues to do so. As a former President of the Louisiana Banker’s Education Council, Jason now serves on the Board of Directors for the Louisiana Banker’s Association and served the Bossier Chamber of Commerce Board of Directors as the Chairman of the Board for 2013. He also served as the Treasurer of the Shreveport-Bossier Business Alliance for Higher Education and on the Board of Directors of the Greater Shreveport Chamber of Commerce.  He currently serves on the Louisiana Committee of 100 and as a Trustee for the Graduate School of Banking of the South at Louisiana State University in Baton Rouge.   

A 1986 graduate of Airline High School, Jason now serves as a Founding Member and current President of the Airline Alumni and Friends Foundation. After high school, Jason pursued his higher education at Louisiana Tech University where he graduated with a Bachelor of Science in Finance in 1990, followed by his Master of Business Administration in 1995. After passing the Certified Public Accountants exam in 1999, Jason went on to complete the Graduate School of Commercial Lending at the University of Oklahoma and the Graduate School of Banking of the South at Louisiana State University.  In 2017 Jason received the designation of Certified Community Bank Director from the Southwest Graduate School of Banking at Southern Methodist University in Dallas.

BILL ALLRED

SENIOR VICE PRESIDENT,
CHIEF TECHNOLOGY OFFICER

Bill began his education career in 1980 and spent 36 years in education almost entirely with the Bossier Parish School System. He served in a number of roles including teaching and school administration. Allred spent the last 15 years as school system Technology Director and managed one of the largest technology enterprises in northwest Louisiana. During his time as Technology Director, he participated in the planning and deployment of technology infrastructure in numerous building projects along with additional hardware and software deployments throughout the district. Upon retirement from education, Bill provided IT consulting services initially before joining Citizens National Bank as a consultant.

Bill attended Louisiana Tech University where he received B.A. and M.A. in education with additional certification in administration and supervision.

DAWN BASTARACHE

EXECUTIVE VICE PRESIDENT, CHIEF OPERATIONS OFFICER

For 27 years Dawn has worked in the banking industry, resulting in extensive experience in corporate development.  She has a background in strategic planning, digital delivery, operations, technology, compliance, product management, marketing, project management and risk management.  Dawn has worked with banks ranging in assets from $500 million to $120 billion headquartered in Alabama, Mississippi and Louisiana.

Dawn holds a Bachelor of Science in Business Management from Jacksonville State University and a Master of Business Administration from University of Alabama at Birmingham.   She is also a graduate of LSU Graduate School of Banking in Baton Rouge, La.

Dawn serves her community by participating in Habitat for Humanity and on the United Way’s visiting allocation team.

TOMMY BOGGS

EXECUTIVE VICE PRESIDENT, DIRECTOR OF  SHAREHOLDER RELATIONS

For 38 years Tommy has enjoyed an exciting career with various banks in northwest Louisiana. On two separate occasions, Tommy has served as the President of local banks in Plain Dealing, LA, and Springhill, LA. During his banking career, Tommy served as a former member of the Louisiana Banker’s Association Board of Directors. He currently serves on the Louisiana Bankers’ Association PAC Board as the northwest Louisiana representative. Along with his banking positions Tommy has served as a Chairman of the Greater Bossier Economic Development Foundation for two terms, as well as the past President of both the Bossier Chamber of Commerce and the Springhill/North Webster Chamber of Commerce.

Tommy pursued and received his Bachelor’s degree from Louisiana Tech University where he graduated cum laude in 1975. Tommy completed the Graduate School of Banking of the South at Louisiana State University and the Mid-South Graduate School of Banking in Memphis, TN.

CHARLES C. COLEMAN

EXECUTIVE VICE PRESIDENT, BUSINESS BANKING

Charles received his B.S. degree in business administration from Louisiana State University Shreveport in 1978 and began his banking career with Commercial National Bank in the branch system loan department soon after. Coleman has been involved in business banking since 1994 serving as a Vice President and commercial loan officer for Hibernia, Regions, and Ouachita banks in North Louisiana.

Currently, Charles is Treasurer of the Red River Valley Association and serves as a board member on the NLEP. He also is a member and past President of the Rotary Club of South Shreveport

 

FRANCES DUFRENE

EXECUTIVE VICE PRESIDENT,
RETAIL BANKING

Frances began her banking career in 1988 as a part-time employee with First Commerce Corp. while attending college at the University of New Orleans.  She then received her B.A. degree in 1994.  Frances was then offered a full time position with First Commerce as a lending support specialist in the commercial lending division.  Two years later she was promoted to management.

In 1995 Frances relocated to Baton Rouge, LA and was offered a management position at First Commerce’s subsidiary, City National Bank.  She then spent the next 15 years working for City National, (which was acquired by Bank One in 2000), Whitney National Bank and later American Gateway Bank as Senior Vice President of Retail Banking.

In 2010, Frances relocated to Shreveport, LA and spent the next 9 years at Ouachita Independent Bank (acquired by BancorpSouth in 2018) as Vice President of Retail Loan Production for the NW and NE Louisiana markets.  

Upon her departure from BancorpSouth, Frances joined CNB as Senior Vice President of Retail Banking.  During her time with CNB, Frances has been instrumental in implementing a sales and service process that will move the bank into the next phase of growth.

During her banking career, Frances has served the communities she lived in through active volunteerism in various non-profit organizations including Greater Baton Rouge Food Bank, United Way, Habitat for Humanity, Go Red for Women and St. Joseph Catholic School PTO

JIM M. HUDSON

EXECUTIVE VICE PRESIDENT, NEW ORLEANS MARKET PRESIDENT

Jim began his banking career in 1977 as a credit manager and then moved to commercial lending and business development in the Metairie area. Within a few years, Jim advanced to Vice President at Merchants Bank and Trust and then was promoted to a Senior Vice President at First National Bank of Jefferson. Starting in 1987, Jim organized Omni Bank and served as Chairman, President and Chief Executive Officer until it was acquired by Iberia Bank in 2011.  At that time Iberia Bank named Jim their EVP and Chairman of the Southeast Region-Louisiana.  During 2015, Jim moved to First National Bankers Bank and served as the President and Chief Executive Officer until March 2021.  In May he joined Citizens National Bank to develop the New Orleans region.
Jim graduated with a Bachelor of Science in Accounting from the University of New Orleans 1977.  In 1981 Jim received a diploma from the National Graduate School of Commercial Lending.
As a New Orleans native, Jim is currently a member of the Discovery Health Science Foundation Academy and the Jefferson Community Foundation. Hudson is also the past Chairman of the boards of Community Bankers of Louisiana, Greater New Orleans, Inc., the Jefferson Business Council, and the East Jefferson General Hospital Board.

LYLE H. JEANSONNE

EXECUTIVE VICE PRESIDENT, CHIEF CREDIT OFFICER

Lyle began his banking career in 1982 as a Credit Analyst and Management Trainee at First NBC in New Orleans. He then continued his banking career in community banking, spending 12 years at First Bank of St. Tammany serving as a consumer banker and construction lender. He rose to SVP and head of Credit Administration. First Bank was acquired by First NBC and Lyle managed a Private Banking unit.

Lyle joined Hibernia Bank and resumed his credit career as a Small Business Credit Officer and later as a Senior Credit Officer. Hibernia was later acquired by Capital One and Lyle continued to work in credit approvals over a large portion of Texas and Louisiana.

Lyle joined Citizens National Bank in June of 2013 as Executive Vice President and Chief Credit Officer. He continues in that capacity today.

Lyle is a 1976 Graduate of Jesuit High School in New Orleans and earned a Bachelor of Science in Finance and an MBA from the University of New Orleans, as a senior at UNO, Lyle served as President of the Student Government Association. Lyle is certified in Credit Risk from the Risk Management Association and also certified in Enterprise Risk Management from the American Banker’s Association and the Robert H. Smith School of Business at the University of Maryland.

Lyle has been honored to serve in the past as Chairman of the Board of Junior Achievement of North Louisiana and as the 2020 Chairman of the Board of the Greater Shreveport Chamber of Commerce.

Scott Ridley

EXECUTIVE VICE PRESIDENT,
CHIEF RISK OFFICER

Scott has been in the banking industry in Louisiana for 38 years with extensive executive experience in strategic leadership, business operation, business development, credit leadership, and community engagement.
Scott began his career as an internal auditor with Hibernia National Bank in New Orleans and developed through credit analysis, national accounts relationship management and special assets. In 1997, Scott moved to Baton Rouge to lead the business banking team and assume leadership of additional markets throughout south Louisiana. Hibernia was acquired by Capital One in 2005 and Scott was named Louisiana Group Executive for the state of Louisiana ultimately leaving Capital One in 2013 to continue his career in the community banking arena. He was with Hibernia/Capital One for 25 years collectively.
Scott joined Home Bank in Lafayette, Louisiana as Chief Banking Officer responsible for all production areas of the bank (Commercial, Retail, Mortgage). He was instrumental in enabling Home Bank to grow assets from $975 million to $2.5 billion over years with several strategic enhancements to bank performance. Scott subsequently moved to Houston, TX to join Veritex Community Bank as an EVP in Credit Administration and, in late 2022, returned to Louisiana to join Citizens National Bank as Chief Risk Officer with strategic engagement around process enhancement and growth.
Scott has served on many Boards throughout his career and will continue to help our community flourish.

CHRIS WILLCOX

SENIOR VICE PRESIDENT,
CHIEF FINANCIAL OFFICER

Chris’ career in the financial service sector began in 1993. Before joining with Citizens National Bank in 2009, Chris most recently served as the Chief Financial Officer with Citizens Bank and Trust Company of Vivian, LA. During his banking career, Chris has risen through the ranks as he served in each department. Also during his career, he has completed various Audit, Banking, and Supervisory Schools. He has also served in officer roles for various Non-profit organizations.

Chris attended Centenary College of Louisiana where he double majored and received his Bachelor of Science in both Accounting and Business Administration. Chris received his M.B.A. from LSUS in the spring of 2017.
